Welcome to our 32nd Church and Pastor Celebration.  You have come willingly to celebrate with us these 32 years of service in the ministry that the Lord Jesus has entrusted to my hands, thank you.

With the leading of the Holy Spirit and other helping hands, I have made it thus far.  Praise the Lord!  Let us always serve Jesus with a willing heart; be in expectation for something great to happen, for we can accomplish everything with a willing heart. 

I know you will be blessed by His sweet presence and the holy word that we will enjoy. Again, thank you for coming.

Bishop Janie M. Carr


Dr. Joyce Taylor Moten has been a member of the City of Refuge since 1997. She currently serves as the Associate Pastor of the Outreach Ministry Team and the Sisters in the Spirit Women's Ministry under the leadership of Bishop Noel Jones, ministering to the homeless, poor, sick and discouraged. Her work in Los Angeles, includes many affiliations, such as The First Ladies Health Initiative sponsored by Walgreens, where she has served as a committee chairperson. Her most recent appointment is the Chairman of the Community Advisory Council, for Susan G. Komen Los Angeles. She is a woman of faith, who believes that if God’s Word says it HE will do it.  She has prayed for and seen countless individuals, set free from bondages and addictions by the power of the Holy Spirit.

                                                     A native of Washington, D.C., she received her early Christian training at the Franklin P. Nash United Methodist Church.  Her mother, the late Mrs. Odessa Taylor, a Sunday School Teacher, observed Pastor Joyce’s oratory ability as a young child.  Mrs. Taylor developed that skill, by teaching her the scriptures and placing her before the congregation to recite them. Mrs. Taylor’s unexpected death in 1977; was the life changing event that sent Pastor Joyce on a quest to find God for herself. The burden of moving through life as a divorcee and single parent brought her to her knees.  Overwhelmed and broken by life’s pain she experienced a bout with severe depression.  At this low point in her life in 1987, she totally surrendered to the LORD.

     Under the leadership of Bishop Janie Carr, Christian Outreach Center of Deliverance in Hyattsville, MD, Pastor Moten received her training as a Spirit-filled believer and Minister of the Gospel. Ordained in 1989, Pastor Moten has preached deliverance throughout the country. Congregations have been warned, instructed and healed by the prophetic anointing of the Holy Spirit. Miracles, signs and wonders have followed the preaching of the Word, as well as an explosion of praise for the move of God. People have been healed from various sicknesses and diseases in these meetings and these healings have been documented and confirmed.

     In 1991, she founded Greater Horizons in Faith Ministries Inc. This ministry has helped pastors and ministers all over the East Coast birth works and plant churches.   She sits as a member of the Board of Directors of several ministries and Non-Profits. She helps to develop and implement solutions and systems for churches, schools and other entrepreneurial endeavors. A poet and designer, her creative ability has been used to bless many individuals.  In 2012, she was awarded two Honorary Doctorate Degrees by The Progressive Pentecostal Baptist Community Church Inc.  Her own personal pain has birthed compassion for the suffering of others. Her personal testimony is that the LORD is a restorer.  She has dedicated her life to encouraging broken men and women of all ethn

Apostle Ernest Quick is the Senior Pastor and Overseer of the True Believers Pentecostal Glorious Church of God.  He was born in very humble beginnings in the small town of Hamlet, North Carolina on October 15, 1936.  In 1957, he relocated to Washington, DC to begin a new life and was baptized in the name of Jesus Christ, receiving the baptism of the Holy Ghost with the evidence of speaking in tongues as the Spirit gave utterance.  In 1958, he joined the Chester Graham Rescue Mission of the Pentecostal Glorious Church of God which was organized to serve Christ in 1949 under the leadership of the late Bishop Margaret Morgan and located at 912 N Street, NW, Washington, DC.

     He received his call into the ministry in 1960, and was installed to the office of Deacon.  In 1963, he was ordained an Elder and sent forth to pastor a new branch in Lexington Park, Maryland.  In 1965, he was sent forth to pastor in Baltimore, Maryland.  In 1969, Apostle Quick returned to the church headquarters and was elevated to the office of Bishop the same year.  The late Bishop Margaret Morgan chose Apostle Quick as her successor before going home to be with the Lord in 1974.

     In 1980, under Apostle’s leadership, the name of the church was changed to True Believers Pentecostal Glorious Church of God.  In 1986, Apostle’s vision of a new Jesus service station to replace the old ARCO gas station at 5670 Central Avenue came to pass.  The church membership grew and renovations for a bigger sanctuary were completed to meet the need.   In 1997, while on his knees at the altar, Dr. Quick was called through the will of God to the office of Apostle.

     In April 2008, the church celebrated the burning of its mortgage.  Later that year, Apostle received his Master of Theology degree and in 2009 he received his Doctorate of Theology from Michael’s Bible College.

     Apostle Quick and the late First Lady and Evangelist Georgiann Quick were married for over forty years.  She had been a faithful supporter of his calling to nurture and establish souls and ministries for the Lord.  He and First Lady Quick nurtured several children:  Shirley, Larry, Ernest III, Alphonso, Calvin and Gregory (both deceased) and Renee.

Elder Timothy Reynolds was born and raised in Washington, DC public schools.  He later enrolled at PTC School of Career Institute and majored in Business Management and Data Entry.  Elder Reynolds received Christ at an early age and later received the gift of the Holy Ghost.

There are two important people who played a major role in his life, his mother and Bishop Henry Williams.  His was raised by his mother and brought up in a Christian home and Bishop Williams preached and taught the word of God. 

Elder Reynolds has been preaching for 25 years.  He attended Bibleway Educational School and received his certification.  In 1995, while in Alabama, he was ordained as Elder.  In April, 1999, he started The Soul Outreach Church Ministries and many souls were saved and delivered under the ministry. 

Elder Reynolds is a willing servant and has held many positions in church:  radio announcer, Brother’s Club president, usher, Sunday school teacher, praise and worship leader and writer.  God has blessed him to this present time. 

Elder Reynolds is now under the leadership of Pastor Rogelio Stanford, Faith and Hope Full Gospel Holiness Church in Washington, DC.  To God be the glory for all the great things He has done.
